页\n\n```text\n北京市人民政府关于发布\n本市第十二阶段控制大气污染措施的通告\n京政发〔２００６〕５号\n　　“十五”期间本市在经济社会快速发展的同时，不断加大环境保护工作力度，使首\n都空气质量得到了明显改善。目前，本市市区空气中主要污染物二氧化硫、二氧化氮\n和一氧化碳年日均浓度达到国家标准，但可吸入颗粒物浓度下降缓慢，距离国家标准\n和绿色奥运要求还有一定差距，复合型和压缩型污染特征仍然突出。２００６年是“十\n一五”时期的第一年。为开好局，起好步，实现“新北京、新奥运”战略构想，进一步改\n善大气环境质量，市政府决定，在巩固前十一个阶段治理成果基础上，２００６年实施第\n十二阶段控制大气污染措施。\n该阶段的主要目标和任务是：贯彻落实《国务院关于落实科学发展观加强环境保\n护的决定》（国发〔２００５〕３９号），以防治可吸入颗粒物污染为重点，通过采取严格环境\n准入、加快实施奥运倒排期环境治理项目、强化环境监督管理等综合措施，在发展中\n控制和削减大气污染物排放总量，进一步改善空气质量，力争２００６年市区空气质量\n二级和好于二级天数达到６５％。各区县政府要结合辖区情况，制定并落实大气污染\n控制措施，力争区域空气质量二级和好于二级天数达到：东城区东四６５％，西城区官\n园６７％，崇文区天坛６６％，宣武区万寿西宫６５％，朝阳区奥体中心６５％，朝阳区农展\n馆６６％，朝阳区蟹岛６５％，海淀区万柳６６％，海淀区北部新区６８％，丰台区丰台镇\n６２％，丰台区云岗６３％，丰台区草桥６２％，石景山区古城５９％，门头沟区龙泉镇\n６２％，房山区良乡镇６１％，大兴区黄村镇６３％，通州区通州镇６７％，平谷区平谷镇\n·\n６\n·\n```\n\n### 页\n\n```text\n北京市人民政府公报\n北京市人民政府公报\n７０％，顺义区仁和镇６２％，昌平区昌平镇７４％，怀柔区怀柔镇７５％，密云县密云镇\n７２％，延庆县延庆镇７６％，北京经济技术开发区７１％。对空气质量低于市区６５％平\n均水平的区域，有关区县政府要制定更为严格的控制措施。现将该阶段具体措施通\n告如下：\n一、严格环境准入，控制污染物增量\n（一）开展区域环境影响评价。各区县政府要依照《北京城市总体规划》及区县功\n能定位，组织开展区域环境影响评价工作。通过分析区域环境质量、环境承载力及大\n气污染物排放状况，提出促进经济社会发展与环境保护协调、实现区域环境质量达标\n的对策和措施。在２００６年底前，通州区、顺义区、延庆县和北京经济技术开发区要完\n成区域环境影响评价工作。\n（二）不断完善环境准入体系。市质量技术监督局和市环保局要发布本市石油化\n工行业大气污染物排放标准，制定本市大气污染物综合排放、生活垃圾和危险废物焚\n烧污染控制等标准，修订本市锅炉污染物综合排放和低硫煤及制品标准，进一步严格\n污染物排放限值和煤质要求。\n（三）实行污染物排放总量控制。将全市主要大气污染物排放总量控制指标分解\n到各区县政府，并逐步落实到重点排污单位。在电力、水泥等行业试行排污许可证制\n度。\n（四）严格执行环境影响评价制度。对超过污染物排放总量控制指标、大气污染\n严重的地区和污染物排放未达标、未完成限期治理任务的单位，依法严格控制或暂停\n审批新建和改扩建项目。\n建设项目必须符合本市城市规划和有关产业政策要求，并达到国家和本市关于\n污染物总量控制指标、污染物排放标准及清洁生产标准等相关要求。对达不到要求\n的项目，应依法不予批准建设；对未履行环境影响评价审批程序即擅自开工或者未经\n验收即擅自投产的项目，依法责令其停建或停产。\n二、加快实施奥运倒排期环境治理项目，削减污染物存量\n（五）继续开展燃煤锅炉改用清洁能源工作。在２００６年１０月底前，力争完成\n１４００台额定功率１４兆瓦以下燃煤锅炉改用清洁能源工作，其中：城四区和石景山区\n要完成所有额定功率１４兆瓦以下的燃煤锅炉改造；朝阳区、海淀区和丰台区要完成\n辖区现存５０％以上的燃煤锅炉改造；远郊区县要根据清洁能源供应情况开展重点地\n区燃煤锅炉改造。\n西城区要会同有关部门完成府右街地区平房小煤炉污染控制示范工程。市发展\n改革委要会同有关部门制定相关政策，鼓励在有条件的地区推广浅层地能、太阳能及\n生物质能等技术。市市政管委要会同有关部门组织开展燃气锅炉节能工作。\n（六）加大燃煤污染治理力度。在２００６年７月１日前，远郊区县要完成城关镇供\n·\n７\n·\n```\n\n### 页\n\n```text\n北京市人民政府公报\n北京市人民政府公报\n热规划编制工作，并经市政府相关部门批准后组织实施。全市未改用清洁能源的各\n类燃煤锅炉房要强化污染治理，鼓励使用布袋除尘，确保稳定达标排放。\n城八区和远郊区县城关镇内的燃煤锅炉房煤场和民用型煤加工点原则上要实现\n密闭化，减少扬尘污染。\n（七）加强工业污染源治理。在２００６年底前，华能北京热电厂、大唐高井热电厂、\n京丰热电公司、京能热电公司和首钢电力厂脱硫设施要全部完成建设并投入运行。\n在２００６年底前，京丰热电公司６号炉布袋除尘、国华北京热电分公司２号炉脱氮、大\n唐高井热电厂６号和８号炉布袋除尘及１号炉脱氮等工程要竣工并投入运行。京能\n热电公司要加大龙口灰场粉煤灰治理力度，解决污染问题。\n燕山石化总公司要完成１号和２号加油站汽油装车密闭化项目并启动苯酚丙酮\n废气治理工程，减少挥发性有机物的排放。自２００６年７月１日起，北京炼焦化学厂\n要进入停产程序。\n首钢总公司要切实做好搬迁前的各项污染防治工作，在２００６年底前再消纳卢沟\n桥地区１００万吨钢渣；北新集团建材股份公司等企业要按照本市冶金建材行业大气\n污染物排放标准中规定的第二时段排放限值开展污染治理和调整搬迁，尽快实现达\n标排放。\n（八）加快高排放老旧车辆更新淘汰。市交通委要组织更新淘汰８０００辆老旧出\n租车和２０００辆老旧公交车。市财政局、市商务局、市交通委、市环保局和市公安局公\n安交通管理局等部门要研究制定鼓励老旧车辆提前更新淘汰的经济政策。\n针对群众反映强烈的夜间大货车尾气污染严重问题，市市政管委、市交通委、市\n公安局公安交通管理局和市环保局要加大对超标大货车的检查执法力度，并采取措\n施鼓励取得绿色环保标志的低排放车承担渣土和货物运输任务。\n（九）实施油气回收综合治理工程。协调中国石油化工集团公司完成储油库、加\n油站及油罐车油气回收系统示范工程。根据示范工程经验，在全市范围内实施油气\n回收综合治理工程，控制光化学污染。\n（十）开展清洁生产。市发展改革委和市环保局要组织１００家单位开展清洁生\n产，积极推进琉璃河水泥厂等单位实施清洁生产示范项目，鼓励重点企业争创国家环\n境友好企业。\n三、强化环境监督管理，减少各类污染物排放\n（十一）控制施工扬尘污染。各施工单位要严格按照本市建设工程施工现场环境\n保护标准和奥运工程绿色施工指南要求进行施工，切实落实洒水、覆盖降尘、在工地\n出入口设置车辆冲洗设施等环保措施，并使用达到本市非道路用柴油机排放标准的\n施工机械。各区县政府和建设、环保、城管等行政主管部门要加大检查执法力度，对\n车轮带泥上路等造成扬尘污染情节严重的施工单位要依法责令其停工整顿，并将其\n·\n８\n·\n```\n\n### 页\n\n```text\n北京市人民政府公报\n北京市人民政府公报\n违法行为纳入本市企业信用信息警示系统。环保部门要加大对施工机械污染物排放\n的检查处罚力度。\n自２００６年４月１日起，本市四环路内的建筑工程要全部使用预拌砂浆。\n（十二）控制道路扬尘污染。市质量技术监督局和市市政管委要发布本市城市道\n路清扫保洁质量标准。\n市市政管委要组织道路清扫保洁责任单位实施机械化清扫和道路冲洗，并加强\n对道路清扫保洁作业的督查考核。市区车行道机扫率和冲洗率分别要达到８５％和\n８０％，郊区车行道机扫率要达到４５％。市市政管委和市水务局要加大利用中水冲刷\n道路工作力度。\n（十三）强化限期治理制度。对不能达标或不能稳定达标的排污单位依法实行限\n期治理，在治理期间应予停产或限排，并不得建设增加污染物排放总量的项目；逾期\n未完成治理任务的，依法责令其停产整治。\n（十四）完善重点污染源排放连续监测系统。在２００６年１０月底前，额定功率１４\n兆瓦以上燃煤锅炉、烟气排放量每小时４万立方米以上的工业窑炉、垃圾焚烧炉及危\n险废物焚烧设施，必须按有关法规要求安装污染物排放连续监测设备并与环保部门\n联网，保证运行正常。对不安装或不能保证连续监测系统正常运行的排污单位，环保\n部门应依法要求其限期改正并加大处罚和征收排污费的力度。\n（十五）加强对道路行驶机动车尾气排放监管力度。市环保局要会同有关部门在\n重点路段设置尾气自动遥测系统，对道路行驶的机动车尾气排放情况进行检测。对\n尾气排放严重超标的车辆，要依法处罚并限期治理；经限期治理仍不能达标排放的，\n要依法责令其停止使用或强制报废。市公安局公安交通管理局要加强对不按照规定\n粘贴环保合格标志行驶车辆的管理。\n（十六）强化机动车检测场尾气排放检测的监管。各检测场要严格按本市机动车\n尾气排放检测规范检测尾气。有关部门要依法处罚在尾气检测过程中弄虚作假的行\n为。\n（十七）加大执法检查力度，严防污染反弹。发展改革、质量技术监督、工商、城\n管、农业和环保等行政主管部门要按照职责分工履行在煤炭和油品质量、露天烧烤、\n露天焚烧（垃圾、树叶、秸秆等）、违法使用小煤炉等方面的监管职责，加大对环境违法\n行为的查处力度。\n（十八）加强生态保护和建设。西城、朝阳、海淀、丰台、大兴、怀柔、密云、延庆等\n区县要加快国家级生态区（县）或国家环境保护模范城区的创建步伐；延庆县要继续\n开展ＩＳＯ１４００１环境管理示范区建设；市农委和市环保局要继续开展２０个环境优美\n乡镇和１００个文明生态村创建工作；市国土局和市水务局等部门要进一步完善砂石\n坑综合整治方案，并会同有关区县政府优先开展交通干线两侧、旅游景区周边及重要\n·\n９\n·\n```\n\n### 通告全文（历史）\n\n京政发[2000]9号\n\n自1998年底以来,在党中央、国务院及中央驻京单位的有力支持下,经过全市人民的共同努力,本市前三个阶段控制大气污染措施取得成效,1999年大气中二氧化硫、氮氧化物、一氧化碳和总悬浮颗粒物指标分别比上年下降33%、8%、12%和4%,今年1、2月空气污染指数4级及超过4级的天数为5天,而去年同期为34天,空气质量确有改善。但是,北京的大气质量与国家标准还有较大差距,大气中粒径小于10微米的可吸入颗粒物(PM10)经常成为首要污染物(PM10不仅包括灰尘、烟尘,还包括由二氧化硫、氮氧化物等转化成的微粒),减少这种污染物比减少大颗粒尘要困难得多。还京城一片蓝天仍是一项长期而艰巨的任务,需要长期坚持不懈努力、不断取得阶段性成果。为此,市政府决定从2000年4月至10月为本市控制大气污染第四阶段。\n\n第四阶段的目标和任务是:认真落实《国务院关于〈北京市环境污染防治目标和对策〉的批复》,以治理颗粒物污染为重点,继续加大对机动车尾气排放的监管力度和燃煤污染的治理力度,确保全市工业企业达标排放,实施工业企业排污总量削减计划,提高环境管理的科学性,制定并公布重污染日的排污控制措施,使全年空气污染指数3级和好于3级的天数达到80%,市区空气质量有明显改善。现将有关措施通告如下:\n\n一、加强监督监察,落实责任制,巩固治理成果\n\n(一)各区、县政府和市政府各有关部门要加大环境保护执法检查力度,巩固前三个阶段取得的成果。市区内茶浴炉、大灶,四环路内及石景山区额定小时蒸发量1吨和1吨以下锅炉严禁烧煤。原责任单位继续履行各自职责,防止反弹。市环保局要及时向市政府报告存在的问题,市监察局要对不履行责任及未完成任务的部门提出行政监察意见。\n\n二、严格控制机动车污染\n\n(二)各类轻型机动车继续严格执行《轻型汽车排气污染物排放标准》(DB11/105―1998工况法标准),重型汽、柴油车和农用车、拖拉机、摩托车全面执行国家及本市颁布的各项新排放标准,不达标车辆不准向本市用户销售。对违反规定的,由市工商局予以查处。对不达标的车辆,市公安交通管理局一律不予上牌证。\n\n(三)农机监理部门要加强对拖拉机和农用机械尾气排放的管理。对驾驶和使用排放超标拖拉机和农用机械上路行驶的人员,市环保局和市公安交通管理局要依法予以处罚。严禁私自安装柴(汽)油发动机的人力车上路行使,对违反规定的人员,市公安交通管理局要没收其车辆的动力装置。\n\n(四)加强对机动车的路检和抽检。凡未达标的机动车,不准上路。由市环保局和市公安交通管理局组成市控制机动车排气联合执法办公室,增设检测点位。对超标排放的车辆要限期治理,并暂扣行驶证和车辆号牌1个月,直至治理达标。力争全市机动车尾气合格率达到90%。\n\n(五)市公交、环卫、邮政企业要建立健全机动车尾气排放检查制度,保证上路行驶车辆达标率不低于90%。对达不到规定标准的企业,由监察部门追究其主要负责人的责任。实行每年检测两次出租汽车的制度。各出租汽车公司要确保本公司出租汽车达标行驶。市控制机动车排气联合执法办公室要加强对出租汽车公司所属车辆尾气排放的抽测,对车辆达标率低于90%的,除依法暂扣超标车辆号牌并责令其限期治理外,由市交通局依法对公司经营者予以处罚,直至对公司进行整顿。市公交总公司要投入使用1200辆排放达标新公共汽车,调整市区柴油车运营线路。市交通局要在2000年内组织完成1万辆出租汽车更新使用双燃料任务,并确保其符合《轻型汽车排气污染物排放标准》(DB11/105―1998工况法标准)。市市政管委要组织市公交总公司、燃气集团有限责任公司等单位新建20处清洁燃料加气站。\n\n(六)市环保局要加强对机动车检测场尾气排放检测工位的管理。各机动车检测场须按要求将尾气控制系统检查和检测结果定期报送市环保局,对年检尾气排放超标的车辆一律不予检测安全技术性能。对不按规定进行尾气检测的检测场,由市环保局暂停其检测机动车尾气资质;对情节严重的,由市公安交通管理局依法予以处罚,直至停业整顿或收回委托。\n\n(七)全市一、二类汽车维修企业对进厂维修的车辆实行免费检测尾气,并保证其尾气排放达标,同时要建立健全档案制度,并定期将检测结果报送市环保局和市交通局。对不按规定维修和检测尾气的汽车维修企业,由市环保局、市交通局、市工商局依法予以从重处罚,直至由市交通局、市工商局吊销其经营许可证、照。\n\n(八)凡使用1995年1月1日以后领取牌证并具备治理条件的轻型轿车,要按照各汽车制造厂确定的方案继续治理尾气。治理方案须经匹配试验符合《轻型汽车排气污染物排放标准》(DB11/105―1998工况法标准),并报市环保局备案。各汽车制造厂要组织经确认的汽车维修企业,对其生产并在京使用的汽车进行尾气排放治理,并保证车辆行驶2年或5万公里达标;经复检合格、符合《汽油车双怠速污染物排放标准》(DB11/044―1999双怠速标准第四项)的,可视为基本达到《轻型汽车排气污染物排放标准》(DB11/105―1998工况法标准)予以核发绿色环保标志。凡未达标的机动车,一律不准上路,不予年检。1995年以前的化油器车要符合《汽油车双怠速污染物排放标准》(DB11/044―1999双怠速标准第五项)的要求,并安装真空延时阀。\n\n(九)对申请延缓报废的机动车,须先进行尾气排放监测并确认达标后,再进行安全性能测试,只有符合技术标准的车辆,方可办理延缓报废手续。准予延缓报废的机动车,每半年须经有关部门检测一次,凡属超标的车辆要依据国家《汽车报废标准》予以强制报废。\n\n(十)市质量技术监督局要加强对全市汽车加油站燃油质量的监督管理,对销售汽油不符合《车用无铅汽油标准》和《车用汽油有害物质控制标准》的单位和个人依法予以处罚。\n\n三、控制工业污染\n\n(十一)2000年,市经委要组织全市工业企业削减2.9万吨粉尘、1.5吨烟尘和2.8万吨二氧化硫,分别比1999年减少28%、26%和17%。\n\n(十二)市经委和各区、县政府要组织工业企业在2000年5月底以前全部实现污染物达标排放,对逾期未达标的企业实行停产治理。市经委和市建委要组织完成北京市造纸一厂、燕山水泥厂、国华北京热电厂原1号至6号炉等20家污染扰民企业或车间停产或原址搬迁;按照市政府规定淘汰能耗高、物耗高、污染重的生产工艺、设备和产品的要求,在2000年底以前淘汰4条小水泥和15条小玻璃生产线,并限期淘汰不适合首都发展的部分行业及产品。市经委要组织有关单位确保燃用重油的锅炉使用全能脱硫增效剂和电厂煤粉炉全部安装低氮燃烧器。\n\n四、控制煤烟型污染\n\n(十三)各区、县政府要按时完成二氧化硫、烟尘排放总量削减任务,并在2000年4月底以前向有关单位下达限期治理通知书。城近郊区政府要组织各单位加快无燃煤区建设,确保四环路以内宾馆、饭店、医院和中关村高科技园区、世行贷款项目等所用的1500台燃煤锅炉改用清洁燃料。在2000年10月底以前,远郊区县县城、卫星城镇的燃煤茶浴炉、大灶要全部使用清洁燃料,规划市区高速路两侧视线范围内(300米)的燃煤设备要改用清洁燃料。\n\n(十四)市计委要落实中长期能源结构调整规划,做好使用18亿立方米天然气可行性研究及使用40亿至50亿立方米天然气工程的预可行性研究等前期工作。市燃气集团有限责任公司要组织完成使用10亿立方米天然气的任务和崇文区、宣武区、石景山区天然气置换人工煤气的计划工作。市热力集团公司要组织完成2000年至2001年采暖期新增500万平方米集中供热。市电力工业局和北京供电局要在2000年10月底以前组织完成300万平方米电采暖试点工程。市国土资源和房屋管理局和有关区、县政府要组织完成5个地热采暖示范项目。\n\n(十五)市经委要确保2000年使用500万吨低硫优质煤。市环保局和市质量技术监督局要加强对二氧化硫排放及燃煤含硫情况的检查,对超标单位,发现一起,处罚一起。\n\n(十六)市建委要加强对本市建筑节能工作的领导。凡在2000年设计、开工的房屋,必须选用保温、节能材料和产品,建成节能型建筑,达到《民用建筑节能设计标准》。市规划委要制定采暖供热分户计量的标准,并予以公布实行。\n\n五、控制扬尘污染\n\n(十七)市市政管委要在2000年4月15日以前,组织高碑店污水处理厂30万吨污水净化回用工程开工,保证每日5万吨净化污水返送东便门、西便门等40个新增的取水点供绿化和冲刷路面使用;组织并监督增加喷雾压尘和道路冲刷面积。市水利局要保证利用城市水系取水冲刷道路和绿化的水源。\n\n(十八)首绿办要协调有关部门完成城市绿化2100公顷(合3.15万亩),植树120万株,种草100万平方米,其中,城市隔离地区绿化和大环境绿化面积应达到2000公顷(合3万亩);保证全市郊区新增林地达到17667公顷(合26.5万亩),全市林木覆盖率达到43%。市园林局要组织实施完成500万平方米(含90万平方米拆违还绿)“黄土不露天”的绿化任务,严禁绿化施工单位在车行道上堆放施工弃土。朝阳、海淀、丰台、石景山区政府要按照整治计划完成城乡结合部环境的综合整治,鼓励铺设多孔植草砖,防治扬尘。各街道办事处要加强各单位“门前三包”管理工作,全面完成市区裸露地面的绿化任务,同时做好绿地的日常养护工作,保种保活。对不按规定履行“门前三包”责任的单位,要依法予以处罚。\n\n(十九)市市政管委要认真监督《关于禁止车辆泄漏遗撒防止扬尘污染的通告》的实施,办理运输车辆准运证之前应签订防止车辆运输遗撒、泄漏责任书。城管监察、市公安交通管理部门要检查车辆遗撒情况。对违反规定的,要追究施工单位、运输单位的责任,并依据《北京市人民政府关于禁止车辆运输泄漏遗撒的规定》,由公安交通管理部门予以处罚并吊扣车辆驾驶证1个月。市市政管委和市建委要继续向工地派驻或确定工地监督员,监督工地及进出车辆防尘措施的落实。\n\n(二十)市市政管委要监督垃圾的日产日清,防止二次扬尘。市工商局要监督集贸市场及露天营业的商贩配备清扫工具,严禁乱扔、乱倒废弃物。对违反规定的,依法责令其限期改正并予以处罚。\n\n(二十一)所有工地必须达到国家及本市规定的环保标准。市建委要继续加强建筑工地和道路施工工地的扬尘控制。施工企业必须在工地周边设置围挡,并采取有效措施防尘,严禁在车行道上堆放施工弃土。市市政管委要监督拆违防尘工作。市国土资源和房屋管理局要继续组织对拆迁工地的扬尘治理。拆迁工地要随拆随清运渣土,随拆随洒水,拆迁后立即采取防治扬尘的有效措施。拆迁后3个月内不能施工的工地要进行简易绿化;对超过1年的拆而未建、征而未用、又不进行围挡及绿化的闲置土地,由各区、县政府收回,划归园林部门作为城市绿地,由市建委负责监督实施。环保部门要会同上述部门对环保未达标的工地限期整改,对逾期仍未达标的,依法责令其停工整顿。\n\n(二十二)在2000年10月底以前,城近郊区政府要监督露天存煤单位完成露天煤堆的围挡和覆盖等防尘措施。锅炉除尘器下灰必须以袋装等密闭方式收集和运输。市煤炭总公司要完成取消四环路内露天煤场的任务,对保留的储煤厂采取有效的防尘措施。\n\n六、加强科研、监测,提高管理水平\n\n(二十三)市环保局要加快环境监测网点建设,完成新增监测点位方案,新增10个自动监测子站;监督规划市区20吨以上燃煤锅炉单位安装在线监测仪,在2000年底以前完成在线监测仪的联网工作;自2000年4月1日起开始使用机动车快速监测设备。积极引进机动车简易工况监测设备,在2000年10月底以前完成制定监测规范工作,并报市政府审定,为今后推广使用创造条件。\n\n(二十四)市市政管委和市环保局要加强对《北京市能见度影响因素和改善途径研究》科研课题的管理,重点对细粒子在各类污染源的排放因子、排放特征和化学成分进行深入研究,通过源解析确定细粒子的来源和贡献,2000年9月底以前提出提高能见度的初步建议。市环保局和市气象局要研究制定重污染日实施空气污染控制措施方案,并报市政府批准。市科委和市环保局制定行动计划,10月底以前开始启动。市科委、市环保局和市气象局要积极参与国家科技部组织开展的《北京市大气污染控制对策研究》和《首都及周边地区大气、水土壤污染机理与调控原理研究》科研课题,为本市大气环境污染防治提供科学依据。\n\n七、切实加强环保宣传教育,增强全民环境意识\n\n(二十五)宣传部门要加强对环保新闻宣传的领导,组织《北京日报》、《北京晚报》、北京电视台、北京人民广播电台等市属主要新闻单位继续办好环保专栏、专版;组织好环保重点、热点问题的深入报道;进一步加强环保社会宣传的组织领导。市教委要努力推进大中小学和幼儿园的环境教育,编辑出版环境保护知识资料;组织开展师资培训;搞好青少年环保夏令营等环保科技和公益活动。市环保宣教中心要以提高全民环境意识为重点,以“地球日”、“世界环境日”、“国际保护臭氧层日”、“生物多样性日”等纪念日为契机,积极协调有关部门和在京环保民间组织广泛开展以“让我们共同行动,还京城碧水蓝天”为主题的社会宣传活动;开办重点污染企业、有限期治理污染任务的企业和违反环保法规企业法人代表的学习班;继续编印环保系列宣传卡片,制作控制大气污染专题片;建立新闻通报会制度,适时地向新闻媒体介绍北京市环境污染防治目标、对策及动态。\n\n控制大气污染是一项长期而艰巨的任务。各地区、各部门、各单位要严格遵守有关环境保护的法律、法规和规章,自觉接受执法部门和人民群众的监督检查,积极主动地落实各项措施,为不断改善首都大气环境质量,造福人民作出贡献。\n\n特此通告。\n\n二〇〇〇年三月十一日\n\n[^official]\n\n## 通告全文（历史）\n\n京政发〔2010〕7号\n\n在党中央、国务院的坚强领导下，在中央各部门各单位、驻京部队和广大市民的大力支持下，本市自2008年10月11日起试行的交通管理措施得到有效执行，取得良好效果，交通拥堵得到缓解，空气质量持续改善。但随着机动车保有量快速增长，空气质量改善和道路交通压力进一步加大。为贯彻落实国务院节能减排要求，为公共交通发展赢得时间和空间，保持道路交通基本顺畅，加快建设“人文北京、科技北京、绿色北京”，市政府决定自2010年4月11日起，实施工作日高峰时段区域限行交通管理措施。现就有关事项通告如下：\n\n一、本市行政区域内的中央国家机关，本市各级党政机关，中央和本市所属的社会团体、事业单位和国有企业的公务用车继续按车牌尾号每周停驶一天（0时至24时），范围为本市行政区域内道路。\n\n二、根据《中华人民共和国道路交通安全法》和《北京市实施〈中华人民共和国大气污染防治法〉办法》有关规定，自2010年4月11日至2012年4月10日，除上述第一条范围内的机动车外，本市其他机动车（含已办理长期市区通行证的外省、区、市进京机动车）继续实施按车牌尾号工作日高峰时段区域限行交通管理措施，限行时间为7时至20时，范围为五环路以内道路（不含五环路）。\n\n三、根据上述第一、二条规定，按车牌尾号工作日高峰时段区域限行的机动车车牌尾号分为五组，每13周轮换一次限行日，分别为：\n\n（一）自2010年4月11日至2010年7月10日，星期一至星期五限行机动车车牌尾号分别为：1和6、2和7、3和8、4和9、5和0（含临时号牌，机动车车牌尾号为英文字母的按0号管理，下同）；\n\n（二）自2010年7月11日至2010年10月9日，星期一至星期五限行机动车车牌尾号分别为：5和0、1和6、2和7、3和8、4和9；\n\n（三）自2010年10月10日至2011年1月8日，星期一至星期五限行机动车车牌尾号分别为：4和9、5和0、1和6、2和7、3和8；\n\n（四）自2011年1月9日至2011年4月9日，星期一至星期五限行机动车车牌尾号分别为：3和8、4和9、5和0、1和6、2和7。\n\n2011年4月10日至2012年4月10日期间，限行的机动车车牌尾号轮换办法另行提前公告。\n\n四、以下机动车不受上述措施限制：\n\n（一）警车、消防车、救护车、工程救险车；\n\n（二）公共电汽车、省际长途客运车辆及大型客车、出租汽车（不含租赁车辆）、小公共汽车、邮政专用车、持有市交通运输管理部门核发的旅游客车营运证件的车辆，经市公安交通管理部门核定的单位班车和学校校车；\n\n（三）车身喷涂统一标识并执行任务的行政执法车辆和清障专用车辆；\n\n（四）环卫、园林、道路养护的专项作业车辆，殡仪馆的殡葬车辆；\n\n（五）悬挂“使”字头号牌车辆及经批准临时入境的车辆。\n\n市政府将进一步贯彻落实优先发展公共交通战略，通过采取加快轨道交通建设、优化地面公交运营环境、调整重点区域停车收费价格、整顿停车秩序、开展区域校车试点、加强占掘路管理、推进驻车换乘系统建设、进一步优化出租汽车运营模式、扩大高速公路不停车收费系统使用范围、优化自行车与行人交通系统等综合措施，进一步缓解交通拥堵。\n\n特此通告。\n\n二〇一〇年四月一日\n\n[^official]",
