Surgiram como Berliner Verkehrs-Aktiengesellschaft através do agrupamento da Allgemeine Berliner Omnibus AG, da Gesellschaft für Elektrische Hoch- und Untergrundbahnen (operadora do metropolitano) e da Berliner Straßenbahn-Betriebs-GmbH; a fundação ocorreu em dezembro de 1928, e a operação iniciou-se a 1 de janeiro de 1929. Desde 1994, a empresa é uma instituição de direito público e é propriedade a 100 % do estado de Berlim.
