# Robotaxi（无人出租车）

Robotaxi（无人出租车）指由自动驾驶系统完成全部动态驾驶任务、乘客通过移动应用呼叫并按营运车辆方式付费的出行服务；规模化商业运营的车辆主驾或全车不设安全员，服务通常限定在政府许可的运营区域内。

## Definition

A robotaxi is a taxi service in which the automated driving system performs the whole dynamic driving task. Passengers set pick-up and drop-off points in a mobile app or mini programme, and the system handles pick-up, the trip, drop-off and billing; commercially operated fleets at scale carry no safety driver and run under remote monitoring and operations support.

## How it differs from ride-hailing and driver assistance

Unlike human-driven ride-hailing, a robotaxi is driven by a system rather than a driver, so it must operate inside permitted areas under dedicated regulation. Unlike Level 2 assisted driving in production cars, robotaxis target Level 4 operation, where no driver intervention is required within the designed operating conditions. Some platforms run mixed dispatch, combining human-driven ride-hailing and robotaxi services and assigning an autonomous vehicle when the trip falls inside the operating area.

## Main operators

Chinese operators include Baidu's Apollo Go, Pony AI, WeRide, DiDi Autonomous Driving, Caocao Mobility and OnTime Mobility, alongside technology providers Momenta and DeepRoute.ai that also pursue robotaxi deployment. In the United States the leading operator is Alphabet's Waymo, joined by Zoox; General Motors' Cruise operated robotaxi services until GM ended its funding in December 2024. Ride-hailing platforms Uber and Lyft do not develop robotaxis themselves but connect partner autonomous fleets to their networks.

## Regulation and operational risk

Robotaxis depend on government road test and demonstration operation permits, and service is limited by operating area, time of day and weather conditions. As fleets grow, system failures, traffic incidents and regulatory compliance shape public acceptance, and several incidents have led operators and local regulators to publish findings and response measures.
